These local initiatives offer promising models, though scaling them up to a continental level requires sustained political will and financial commitment.

Without more aggressive action, both on reducing greenhouse gas emissions and on adapting to the changes that are already locked in, the inequality gap driven by climate change is projected to grow significantly over the coming decades. Regions in southern Europe face the prospect of conditions that could make outdoor work dangerous for extended periods during summer months, threatening agricultural livelihoods and public health simultaneously.
Meanwhile, projections suggest that extreme heat events that were once considered exceptional — occurring perhaps once every fifty years — may become routine occurrences several times per decade by mid-century. For the millions of Europeans who currently cannot cool their homes, this trajectory represents an increasingly urgent threat to their wellbeing and safety.
The EEA's research serves as a reminder that the conversation around climate change must move beyond aggregate statistics and global temperature targets to grapple seriously with the human dimension of the crisis — and specifically, with the question of who is being left most exposed as the planet continues to warm.
